I don't know why i couldn't get the file to work, but if someone knows why, post here. It will help others in the future.

you have to have microsoft vision studio..or something like that..its free....and then you download the program

Actually, i got it without that. i probably have it on my computer, i just went to a different download source, download.com, and got it there it works for me now.
